2024.02.26 Full access cadastre remains for EMCI certificate holders

Dutch cadastre has closed the overall access for professional users 

to the online functionality and search options closed. 


Among other things, searching by name is no longer possible.


Good news: EMCI full certified certificate holders can keep access!


Since November 2023, the Dutch cadastre has introduced new rules for database access for professional users. Among other things, this means that not everyone can search by name anymore. The measure also affects maritime surveyors and brokers.


The Dutch cadastre is imposing additional requirements on professionals to maintain full access. It stipulates that professionals who demonstrably have a quality certification issued by an independent and impartial conformity assessment body can retain access.


EMCI Register and the Dutch cadastre have been in contact on this issue. The cadastre has assessed EMCI Register (part of Global Network Group) and determined that the set requirements are met. This means that EMCI full certified certificate holders can maintain full access. 


This requires that 

  • the certificate holder has a valid full certified certification and 
  • is additionally registered by EMCI Register at the Dutch cadastre.

Important

  • You are obliged to perform searches in the cadastre register against the WWFT legislation in force. 
  • Do you search by name? Based on the legislation, in the future the land register will inform the person you are searching for. This means that you need permission from that person. Guarantee this permission in your general conditions, service agreement, and purchase/sale agreement.
  • EMCI Register is updating the reference document EMCI.PD.003 (scope-process-procedure requirements) accordingly. The new version will be published in March 2024.
  • Are you still associate certified? We would like to check with you whether you already meet the experience requirements for the conversion to full certified level. Please contact us!
  • No longer valid certification or your certification has been suspended? We are required to deregister you from the Dutch cadastre.
